【中華民國新聞社（華新社） 紐約報道】中華民國流亡政府籌備組發布消息，英國英文博士、周約翰教授加入中華民國流亡政府籌備組，周博士的加入，對於中華民國流亡政府籌備組將發揮非常重要的作用，有利於中華民國流亡政府推動外交工作和對外聯絡工作。

周約翰博士出生於中華民國大陸地區，在英國獲得英文博士學位，在世界各國從事英文教授工作。周博士認為中華民國才是中國，國父孫中山先生和先總統蔣公中正先生是中華民國的締造者，中華民族的未來是中國大陸民主化和中華民國的復興和統一。

中華民國流亡政府籌備組：不承認林鄭月娥當選香港女特首

【中華民國新聞社（華新社） 2017年3月30日紐約報道】3月26日，林鄭月娥女士當選香港第五屆特區首長，成為香港回歸以來的第一位女特首。中華民國流亡政府籌備組發表聲明，不承認林鄭月娥當選香港女特首，林鄭月娥是由所謂1200人組成的選舉委員會投票選出的女特首，不是由香港人民投票選舉產生的，1200位選委會委員不能代表全體香港人民，不能反映中華民國香港特區的自治。

中華民國流亡政府籌備組穆文斌接受華新社記者采訪時表示，我們不承認香港回歸所謂“中華人民共和國”，香港只能回歸“中華民國”；我們也不承認林鄭月娥當選第一位香港女特首；由1200人組成的選舉委員會是不合法的，不能代表有合法投票權的數百萬香港居民。

穆文斌認為，香港的自治應該體現在，必須由有投票權的數百萬香港居民“一人一票”選舉產生香港特首和香港立法會所有議員，中央政府不得幹涉香港特首和立法會議員的選舉，中央政府只能負責香港特區的防務和部分外交工作。由1200人組成的香港選舉委員會，所有委員的產生是不合法的，是小圈子產生的，是由中共內定的，這樣不合法的選舉委員會應該立即解散。香港立法會應該重新制訂香港特首選舉辦法，由香港各政黨推出特首候選人，通過有合法投票權的香港居民“一人一票”直選，超過半數多數者當選香港特首。

中華民國流亡政府籌備組委員、英國英文博士兼教授周約翰也要求林鄭月娥馬上辭職，由香港人民應直選產生香港特首。

中華民國流亡政府籌備組委員、中國民主黨海外委員會執行主席陳忠和也表示反對林鄭月娥當選香港女特首，不能承認她是合法特首。

【中華民國新聞社（華新社）】3月22日，中華民國流亡政府籌備組宣布，中國民主運動資深人士、中國民主黨海外委員會執行主席陳忠和先生正式參與中華民國流亡政府籌備組，籌備組表示歡迎，陳先生的參與，有利於推動“民主中華和民國復興”的勝利。

中華民國流亡政府籌備組穆文斌對華新社記者表示，陳忠和先生從事中國民主運動多年，是中國民主運動資深人士，陳先生參與籌備組，加快了籌備工作進行。中華民國流亡政府歡迎認可“民主中華和民國復興”兩個基本原則的中國民主運動各政黨各派系和獨立民主人士參與籌備組，積極開展民主復國和建國運動。

陳忠和簡介：

男﹐1948年出生﹐湖北省武漢市人。原武漢鋼鐵廠職工，曾參加1989年的“六四”民運活動。1993年參加“和平憲章運動”﹐呼籲大陸實施民主。

1998年9月和秦永敏等創立“中國人權觀察”組織。他們向湖北省民政廳申請成立中國民主黨湖北省黨部﹐陳忠和擔任中國民主黨湖北省黨部主席。

1999年9月1日﹐陳忠和以涉嫌犯顛覆國家政權罪被捕。 2000年7月7日﹐陳忠和被以顛覆國家政權罪判處有期徒刑7年，2006年釋滿出獄。後流亡歐洲，並出任中國民主黨海外委員會執行主席。

〔駐美特派員曹郁芬／華府23日報導〕美國總統歐巴馬今天簽署「2017年國防授權法案」，打破了美國1979年與中華民國斷交以來的軍事交流門檻，未來美國助理部長以上層級的資深官員以及現役將官都可以訪問臺灣，而臺灣國防部長也可望突破不能訪問華府的限制。

美國眾議院和參議院在12月初先後通過了「2017年國防授權法案」，其中第1284節表達了國會意見，指未來美國軍方高層得以和我軍方在臺、美兩地進行交流，美國助理國防部長以上的官員、現役將官可以訪臺，至於未來會如何執行，將待美國總統當選人川普元月20日就職後的政府團隊決定。

這項法案表示，美臺雙方軍事交流的目的，主要為威脅分析、軍事理論、部隊計畫、後勤支援、情報蒐集與分析、任務計畫及技術程序、人道支援與災難救助等七大項，另包括各項民間與軍方關係的活動。這次法案能順利通過，近年不斷推動美臺軍事交流的參院軍事委員會主席麥肯（John McCain）為主要推手，由於共和黨未來至少兩年會完全執政，法案內容有極高的機會能落實。

（華新社2017年3月19日 美國紐約報道）中國大陸國務院臺灣事務辦公室發言人安峰山近日在例行記者會中聲稱，「兩岸同屬一個中國，臺灣是中國神聖領土不可分割的一部分，從來不是一個國家。」

中華民國流亡政府籌備組穆文斌先生在接受華新社記者采訪時表示，中華民國自1912年1月1日宣布獨立建國起，中華民國就是一個獨立主權國家，1949年中華民國政府因共匪禍亂遷至臺灣68年。所謖“兩岸同屬一個中國”不知道是指哪個中國？中國只是一個地理概念，不是國際法上的國家名稱，國際法上沒有一人國家叫“中國”，目前國際法上有“中華民國”和所謂“中華人民共和國”（有些人說“中華人民共和國”簡稱“中華民國”，真是笑話！中華人民共和國People's Republic of China與中華民國Republic of China根本不同！）偽中共國國臺辦發言人安峰山的言論是把“中華民國”和“中華人民共和國”混為一談，就是毛澤東和鄧小平沒有死也不會同意吧！中華民國國父孫中山先生和先總統蔣中正先生也不會答應！

穆文斌表示，當然，必然承認臺灣從來不是一個國家；大明帝國時期，臺灣是大明帝國一部分；大清帝國時期，臺灣也是大清帝國一部分，只是由於中日甲午海戰失敗割讓給日本統治近50年；1912年中華民國建國之時，臺灣還在日本統治之下，直到1945年日本二戰戰敗投降回歸中華民國。所以，1945年後，臺灣只是大中華民國一個省，中國大陸也是大中華民國一部分，這是《中華民國憲法》規定的內容。只是由於共匪禍亂，導致1949年後大中華民國兩岸分裂，這是共匪造成的，真正分裂國家和破壞國家統一的罪魁禍首是中共！如果中共亡黨亡國了，大中華民國兩岸就不用分裂了，必然統一成一個民主的大中華民國！

穆文斌認為，由於國共內戰導致近70年的兩岸分裂，目前的中華民國臺灣政府只能代表臺灣二千多萬人民，不能代表大陸十三億人民。適應形勢的需要，中華民國流亡政府應運而生，自民國106年（2017年）開始籌備運作。中華民國流亡政府將代表中華民國大陸淪陷區十三億人民，爭取中華民國大陸地區自由、民主和人權，我們將聯合中華民國臺灣政府和海外擁護中華民國的華人華僑同胞，我們一定要把中華民國大陸地區、臺灣地區、香港特區和澳門特區，組成一個統一的、民主的和自由的大中華民國，我們相信這一天必然會來到，我們一定會勝利，我們一定會成功，我們有充分的信心！

中華民國陸委會：中華民國是主權國家 陸須面對

針對中國大陸國台辦再度提及台灣「從來不是一個國家」，陸委會今晚表示，中華民國是主權國家無庸置疑，在國際法及國際政治上具有客觀事實，中國大陸必須務實面對。

中國大陸國務院台灣事務辦公室發言人安峰山上午在例行記者會中聲稱，「兩岸同屬一個中國，台灣是中國神聖領土不可分割的一部分，從來不是一個國家。」

行政院大陸委員會晚間透過新聞稿嚴正表示，中華民國是主權國家無庸置疑，在國際法及國際政治上具有客觀事實，中國大陸必須務實面對。

陸委會指出，台灣的國家競爭力在亞洲國家名列前茅，自由民主、人權法治及經濟發展等軟實力獲國際社會高度肯定，中國大陸片面說法根本無法，也不可能改變此一客觀事實。

陸委會表示，兩岸關係的良性互動與台海和平穩定發展，雙方都有責任與義務盡力推進。
陸委會呼籲中國大陸，對兩岸關係發展路徑要有前瞻與開創性思維，避免採取負面的解讀與作為，才有助建構正向的兩岸關係，也唯有透過對話協商才能化解分歧，真正照顧兩岸人民的權益。

陸委會也表示，政府對維護台灣民主制度及依循台灣民意推動兩岸關係的政策方向一貫且堅定，面對未來亞太情勢與兩岸可能互動發展，政府將持續關注並審慎因應。
